Mark 1" X 6" PVC tie-downs with pencil	Cut out tie-down with scissors. Clean with MEK and apply 3 coats of vinyl cement. Allow to dry completely.	Slide on 1" D-Rings and fold in half. Apply heat and pressure. Brush 3 coats of vinyl cement on one side of tie-down.

Mark tie-down locations with masking tape. Clean area with MEK and apply three coats of vinyl cement.

Position tie-downs and apply heat and pressure.

Attach deck rigging.
