Drilling Rivet Holes - Use a hand drill, 1/8" bit, and a drilling guide made from wood or HDPE. Drill the guide hole leaving approximately 3/16" clearance between the hole and the cross section. This will allow sufficient clearance for the rivet head. Using a drill press is an option, but requires removal of the stringers. Use 1/8" short or medium gap rivets.
